A sports action plan consists of the objectives, the goals whether it may be short term or long term goals. An action plan for sports is defined as a list of the tasks that one must achieve during a given time frame. A simple to very detailed plan that outlines the project or the task that a person must do to complete it. In this case, the series of tasks would be sports and anything that revolves around sports.
